Obituary Jasper "Jap" Franklin Waters, Jr., 81, of Gloucester formerly of New Bern, died Wednesday, June 8, 2016, at home. A private memorial will be held for the family members. Mr. Waters was born August 29, 1934, in New Bern, to Jasper Franklin Waters, and Pearl Carawan Waters. He worked as an inspector for the U.S. Postal Service for many years in Craven County. He married Peggy "Peg" Hartley and they spent 59 years together until her death in 2010. Together with their family they rebuilt a home in Gloucester that had been destroyed by a hurricane. They owned and operated a grocery store, Gloucester INS, for 15 years. After retirement they enjoyed traveling together with a special group of dedicated friends. He is survived by his daughter, Marie Waters Wingate and husband Allen of New Bern, two sons, Ricky Alan Waters and wife Pam, of Harkers Island, and Christopher Eugene Waters of Gloucester; six grandchildren, Nicki Wingate Normandin and husband Darren, Amie Wingate Hernandez and husband Ray, Stephen Waters and wife Debbie, Odessa Waters Lewis and husband Jonathan, Carla Rossi, and Morgan Decker and wife Amie; four great grandchildren, Megan and Sadie Normandin, Gideon Lewis and Fisher Decker.
